The Biden Administration has interpreted the 2022 Bipartisan Safer Communities Act (BSCA) as forbidding federal funding for hunting or archery classes in schools.
Here’s the text of the bill. The key part appears to be Subtitle D — Amendment on ESEA Funding. They changed 20 U.S. Code ยง 7906 – Prohibited uses of funds to add:
(7) for the provision to any person of a dangerous weapon, as defined in section 930(g)(2) of title 18, or training in the use of a dangerous weapon.
The Biden Administration’s interpretation applying that language to hunting and archery is a stretch. The legislation was clearly intended to bar funding for training or arming teachers and school resource officers. That was the subject of the debate when this amendment was added. There was absolutely no legislative intent to support the Biden Administration’s interpretation.
John Tester reliably voted in favor of this legislation. Steve Daines voted against it. Montana schools get 12% of their funding from the federal government. It’s safe to say that without federal funding most states will just discontinue these programs.
The Biden administration is attacking the culture. If you’re a Democrat that “believes in the Second Amendment,” it’s time to rethink your allegiance to the party. Even if you think Tester is a strong Second Amendment supporter, it’s getting hard to deny that he’s always on the wrong side of protecting the Second Amendment and our culture. He cannot be trusted.
My guess is that this particular affront won’t get very far and there will be lawsuits to stop it. But the left will have done the damage. At this point school budgets probably have been set, and did not anticipate this change. Schools will likely have no choice but to cancel these classes for the next semester due to lack of funding. The Biden administration waited until now to make this move. This was clearly on purpose.
Ask yourself why the media hasn’t asked John Tester if this is what he wanted when he voted for this legislation?
